The Thirtieth Session of the Advisory Committee on Post Adjustment Questions

New York, 28 January - 4 February 2008


At this session, which was attended by representatives of many organizations and staff associations, the Committee dealt with a range of technical issues pertaining to the next round of place-to-place surveys expected in 2010, including:

• the simplification of the post adjustment index structure by reducing the number of basic headings;
• the application of hedonic regression techniques for laptop computers;
• a cost-of-living measurement methodology encompassing real-time price comparisons with New York;
• use of the Internet as a source of price data; and
• calculation of the out-of-area index based on the results of an out-of-area survey.

At the request of the Commission, the Committee also reviewed:

• a proposed template for improving the transparency and readability of the periodic report of an external consulting company’s study of the cost-of-living differential between New York and Washington, D.C.; and
• an estimation model developed by the secretariat to derive the financial implications of the education grant.
