The level of hardship is assessed through information submitted in a questionnaire issued by ICSC which collects information on health, security, climate, housing, isolation, local conditions and education. This information is evaluated by a working group which includes representatives of organizations, staff and ICSC secretariat. The working group recommends hardship ratings to the Chairman of ICSC to whom the Commission has delegated the authority to take the final decision.
